2021-1 Regular Session 2021 House 170 This act: (1) creates the Alabama Taxpayer Stimulus Freedom Act of 2021 to provide an income and financial institution excise tax exemption for any amounts received from the Coronavirus Relief Fund; (2) provides for an exclusion from Alabama income taxation and financial institution excise taxation for small business loans forgiven under the Paycheck Protection Program established by the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act; (3) creates the Alabama Business Tax Comp....more The Alabama Taxpayer Stimulus Freedom Act of 2021 is effective for all tax years ending after the enactment of the federal Coronavirus Aid, Relief, and Economic Security Act. The amendatory language to Section 40-27-1, Code of Alabama 1975; Section 40-18-39.1, as added to the Code of Alabama 1975; and the Alabama Electing Pass-Through Entity Tax Act are effective for all tax years beginning on or after January 1, 2021. Section 40-18-35.2, as added to the Code of Alabama 1975, is effective retroactively for tax years beginning after December 31, 2017. Section 40-18-35.3, as added to the Code of Alabama 1975, applies to contributions made on or after December 23, 2017. The remaining portions of the act are effective February 12, 2021. HB-170
